Fire Standards and HMICFRS Characteristics of Good

The HMICFRS State of Fire and Rescue Report 2023 states:

“The Fire Standards Board continues to develop a range of standards to improve consistency, which many services have adopted. Our inspection framework is designed to have due regard to the standards as part of our inspections, and will continue to do so. This means that those services that have adopted and implemented the standards will find themselves better set up for our inspections.” 

The HMICFRS Inspection Framework 2025-27 states that the Fire Standards Board has been set up to oversee professional standards for FRSs in England, including how they are identified, organised, developed and maintained and that the role of HMICFRS is to assess how well they have been implemented.  In this regard, the Fire Standards should not be seen as an additional burden or conflict with  HMICFRS Characteristics of Good, but a means to achieve a positive inspection. 

The Fire Standards Board encourages the approach to embedding Fire Standards and advises services to integrate Fire Standards work into their existing activities.  In particular, this will help support Community Risk Management Planning and make the best use of resources. The Board would not advise users to view Fire Standards in isolation and regard them as a complete suite; HMICFRS continue to make clear that they have due regard to these standards when developing their Inspection framework. The Standards, and HMICFRS Inspection, are both intended to support continuous improvement and professionalisation.

While each Fire Standard is there to help a service achieve improved professionalism, greater benefits are realised when the full suite of Fire Standards is embedded.

The following tables show the Fire Standards we have developed relate to HMICFRS Characteristics of Good from the 2025-27 inspection round.

1. How well does the FRS understand and manage the risk of fire and other emergencies?

2. How effective is the FRS at preventing fires and other risks?

2.1. The FRS has developed and implemented a realistic and risk-based prevention strategy which is informed by local risk and complies with statutory requirements. The FRS’s prevention plan clearly sets out where the greatest risks lie within its area and has a clear rationale for the level of activity to prevent fires and other risks. The FRS uses findings from prevention, protection and response activity to adapt its prevention plan. 2.2. The FRS tailors its communications to provide information about fire prevention and to promote community safety.
