Leading the Service and Leading and Developing People Fire Standards Consultation 2025

Welcome to the consultation for the review of the Leading the Service and Leading and Developing People Fire Standards.  

The two Fire Standards were published initially in December 2022. Since their publication, we have explored a number of topics where new Fire Standards may support the sector, including finance and asset management. With support of the sector, we determined that standalone fire standards on these topics were not appropriate and would fit better into already published Fire Standards. We have worked with experts to determine where these topics may fit and as a result, we have made amendments to the Leading the Service and Leading and Developing People Fire Standards.

In parallel, HMICFRS released “Standards of behaviour: The handling of misconduct in fire and rescue services”. We welcomed this report and took steps to establish how we could support the sector in establishing a positive culture and its handling of misconduct. Alongside specialist practitioners across the sector, we reviewed the recommendations set out by HMICFRS and made further amendments to the Leading the Service and Leading and Developing People Fire Standards.

This consultation seeks to gather views about the proposed amendments to the Leading the Service and Leading and Developing People Fire Standards as well as the impact on those organisations who will be expected to align to it.     

Please note that in parallel, we also have an open consultation on the Code of Ethics Fire Standard which also closes on the 26 January 2026. You are invited and encouraged to respond to that consultation.

Responding to the Survey

This consultation is open to everyone, although we are particularly keen to hear from those working in fire and rescue services across the UK.  

This consultation will close end of the day 09 February 2025.

You will be asked to provide your name, role, organisation and email address in case of any technical issues or if we need to contact you to clarify anything about your response. 

It is not mandatory to respond to all of the questions in the survey; you are welcome to only complete those areas that you have an interest or expertise in.

For the purposes of this consultation, you are provided with a consultation pack which contains the following:  

  • The Draft Leading the Service Fire Standard 
  • The Draft Leading and Developing People Fire Standard
  • A copy of the consultation questions (which allows you to prepare your response in advance before entering your answers online) 

What happens after the consultation has closed?

All responses will be considered following the consultation. Should any responses result in significant revisions to the Fire Standard, a further consultation may be initiated.

Considerations and Notes

Hyperlinks to places within this draft Fire Standard, or to other sections of guidance may not currently function; this will be addressed at point of publication. 

We recognise that fire and rescue services must comply with a broader list of legislation to undertake their duties, which would be applicable to all standards. The legislation which applies to all Fire Standards can be found on the Fire Standards Board website. In the draft for consultation, legislation pertinent to this topic has been included, the consultation enables suggestions for any further consultation to be made.
