Leading and Developing People Review 2025

We are grateful for all the feedback we received through the consultation, all of which has been considered. We have provided an explanation and rationale for the changes made in the table below.

Approved Standard

Take a look at the Fire Standard that was published following your feedback to the consultation.

DESIRED OUTCOME

You Said We Did
The Leading and Developing People Fire Standard could be combined with the Leading the Service Fire Standard. The scope and purpose of the review and subsequent consultation of the two Leadership Fire Standards was to address finance, asset management, organisational learning and conduct. A comprehensive review of each standard was out of scope at this time.

This feedback has been passed to the Fire Standards Board and will be considered as part of the wider review expected to take place in 2029.

WHAT IS REQUIRED TO MEET THE FIRE STANDARD

You Said We Did
Employees can be supported to fulfil their budgeting responsibilities effectively in many ways, not just through formal training packages. The wording was clarified to reflect the need for development and support for budgeting responsibilities, allowing services the flexibility to determine their approach.
All those involved in the process of investigations should be trained to complete their role effectively, not just the investigators. The wording was clarified to cover all those with responsibilities within the process of investigations being suitably trained.
For various reasons, it may not be appropriate for organisations to act on all employee survey feedback. The revised wording clarifies that feedback received through employee surveys should receive a response.
It may not be possible to prevent all malicious or vexatious allegations. Services should focus on supporting those employees instead. Wording was revised to focus on support mechanisms for those affected by malicious or vexatious allegations.
Not all services will have funding to create a dedicated function for investigating professional standards concerns. The Fire Standards Board recognises that not all services currently have the resources to establish a dedicated function for investigating professional standards concerns. However, it encourages services to work towards this model where feasible, recognising the benefits of a dedicated function in supporting consistency, expertise and confidence in the investigative process.
