DESIRED OUTCOME

|---|---|
| The length and volume of content within the Leading the Service Fire Standard makes it difficult to navigate. |
The scope and purpose of the review and subsequent consultation of the two Leadership Fire Standards was to address finance, asset management, organisational learning and conduct. A comprehensive review of each standard was out of scope at this time. This feedback has been passed to the Fire Standards Board and will be considered as part of the wider review expected to take place in 2029. |
| The Community Risk Management Planning (CRMP) Fire Standard was recently reviewed with additional topics included relating to finance and asset management. The new additions to the Leading the Service Fire Standard overlap with the CRMP Fire Standard. | The Fire Standards Board recognises that there is some overlap between Fire Standards. This is intentional, as many areas of fire and rescue service activity are interconnected and contribute to more than one standard. The standards are designed to complement one another rather than operate in isolation, helping to ensure that important themes are reflected consistently across different functions. Services are not expected to treat overlapping requirements as separate activities where existing arrangements already provide assurance against multiple standards. |
| The role of leaders and how they invest in and manage their assets is described in a way that is unclear and is open to interpretation. | The wording was revised slightly for clarity; however, the Fire Standards Board recognises that this requirement may be interpreted differently across services. This is intentional, as Fire Standards are outcome-focused and designed to be applied in a way that reflects each service's local context, priorities and operating model. |
WHAT IS REQUIRED TO MEET THE FIRE STANDARD

|---|---|
| Points 3D “Understands and plans for the ongoing maintenance of its assets, including estates, fleet and technology” and point 3H “Maintains adequate technology to support the service” appear to be duplicative . | No change has been made. While both points reference technology, they address different requirements. Point 3D focuses on the long-term planning, investment and maintenance of assets, including technology, as part of the service's wider asset management approach. Point 3H focuses on ensuring adequate technology is available to support service delivery. |
