Operational Competence Fire Standard Review 2025

A review of the already-published Operational Competence Fire Standard took place in early 2025, with a consultation on the proposed amendments following shortly after.

Desired Outcome

You Said We Did
Employees should be trained and competent to apply the hazard and control measures. Amended the first paragraph of the desired outcome to include that employees should be competent.
Competency should be defined. NFCC are doing work in this space and will develop guidance and methodologies to support competence.

Expected Benefits of the Fire Standard

You Said We Did
The benefits were presented more as statements rather than benefits. The language was made clearer across a number of benefits.
Improved decision making and financial planning benefits the public. A new benefit was added to incorporate this.

Linked Qualifications, Accreditations or Fire Standards

You Said We Did
NFCC Leadership Framework and NFCC Core Learning Pathways should be included. These items were added.

Other Feedback

You Said We Did
There is duplication with the Fire Control Fire Standard. We acknowledge there is some duplicative reference to Fire Control within the Operational Competence Fire Standard, however it was felt that Fire Control is often not given full visibility when examining wider operational activities and competence. It was felt the inclusion of Fire Control was appropriate and did not detract from the overall intent of the standard.
