Organisational Learning Fire Standard Consultation

The Organisational Learning Fire Standard has been developed from the Operational Learning Fire Standard with expert input from the NFCC Organisational Learning team, organisational learning specialists from a range of fire and rescue services, and peers.

The decision to evolve the Operational Learning Fire Standard into an Organisational Learning Fire Standard reflects the National Fire Chiefs Council’s (NFCC) commitment to meeting the sector’s growing and changing needs. Over recent years, the NFCC has recognised that learning in fire and rescue services extends far beyond operational activity. As a result, established operational learning processes have increasingly broadened to support learning at an organisational level.

Background to the Review

In December 2024, the Fire Standards Board postponed the scheduled review of the Operational Learning Fire Standard to explore whether its scope should also broaden to include organisational learning. The Fire Standards team consulted with representatives from across the sector, and analysed sector reports to understand the sector needs. The findings were presented to the Fire Standards Board in August 2025, and approval was given to expand the existing Standard into a full Organisational Learning Fire Standard.

For the purposes of this consultation, you are provided with a consultation pack which contains the following: 

  • The proposed Organisational Learning Fire Standard 
  • A copy of the consultation questions (allows you to prepare your response in advance before entering your answers online)

You will be asked to provide your name, role, organisation and email address in case of any technical issues or if we need to contact you to clarify anything about your response. 

It is not mandatory to respond to all of the questions in the survey; you are welcome to only complete those areas that you have an interest or expertise in.

WHAT HAPPENS AFTER THE CONSULTATION HAS CLOSED?

All consultation responses will be considered following the consultation. Should any responses result in significant revisions to the Fire Standard, a further consultation may be initiated.

Following this, the Fire Standard will undergo a quality assurance process before the final Fire Standard is proposed to the Fire Standards Board for approval.
